Caltrans approved a lane closure for the site that night, but a resident engineer denied the request and even ordered a backhoe near the site to be removed to keep the lane open. Instead, a traffic light was put up in its place, but the light was positioned so that it shined into the eyes of oncoming drivers.
Anderson is completely paralyzed. He has also been diagnosed with “locked in” syndrome, a condition in which a person is conscious and aware of their surroundings but unable to communicate.
